The Financial Times reported yesterday that the Trump administration has worked out a deal with Nvidia and AMD under which the semiconductor companies will be granted export licenses on chip sales to China, and in return the companies will give the U.S. government 15% of the revenue from these sales. The legality of such an arrangement is questionable, however, due to a Constitutional prohibition on export taxes.
