Speaking at the World Economic Forum this week, Chinese Vice Premier He Lifeng said that Beijing "wants to buy, but others are unwilling to sell," blaming the growing "securitization" of trade for its trade imbalances. He vowed Beijing would keep its markets open and help close the global "green production capacity gap."
